(Koloa)– A dedication was held to mark the completion of Pa’anau Village phase two, a 50-unit affordable rental complex.
Located in Kôloa, the project has a mix of one, two and three-bedroom apartments with three units that are specially designed for people with disabilities.
Monthly rents range from $575 to $850, which include water and sewer.
Although all of the income-qualified tenants for the Pa’anau Village units were determined by a lottery, applications are still being accepted for future openings.
“We are very pleased that 50 Kaua’i families will soon be moving into a new affordable rental complex that’s designed with a number of green elements including: solar hot water heating; Energy Star appliances; ceiling fans; and water conserving plumbing,” said Mayor Bernard Carvalho, Jr. “This is an example of how partnerships between federal, state and county governments and private entities can really benefit our residents.”
Pa’anau Village phase two is situated on a four-acre site that was conveyed to the county at no cost by Kukui‘ula Development Company in satisfaction of a zoning condition. Kukui‘ula also built an extension to Pa’anau Road to provide access to the project.
The county retained Kaua’i Housing Development Corp. to finance and develop the second phase and provided $2.7 million for the project through the HOME Investment Partnership Program.
Shioi Construction was awarded a $13.8 million contract to build the project.
Occupancy at Pa’anau Village phase two is restricted to households at or below 60 percent of the Kaua’i median household income limits: one person, $35,580; two people, $40,620; three people, $45,720; four people, $50,760; five people, $54,840; and six people, $58,920.
Amenities include: granite counter tops; a washer and dryer in each unit; ceiling fans in every room; storage closets on every lâna‘i; a community center; and a tot lot.
In addition, the project was built with numerous green elements including: Energy Star appliances and lighting fixtures; solar hot water heating; solar parking lot lighting; water conserving plumbing; buildings oriented for natural ventilation; low volatile organic compound (VOC) paints and sealants; recycling area for tenant generated cardboard and other materials; and a photovoltaic system for the community center.
Other affordable housing projects currently on the drawing board for Kaua’i are at various stages of development including:
- Rice Camp – The county is in the process of acquiring land in Lîhu’e to build 80 affordable rentals for seniors.
- Lima Ola – Located in ‘Ele’ele, the county’s first green, sustainable, integrated and affordable community is in the planning stage.
- Pi‘ilani Mae Ke Kai – Eighty lots are being built by the Department of Hawaiian Home Lands in this Anahola subdivision.
- ‘Ele‘ele I Luna, phase II – Kaua’i Habitat for Humanity received tentative subdivision approval for the first increment of 48 lots with site construction expected to start next spring.
