(HONOLULU) – Mayor Rick Blangiardi is thrilled to announce the appointment of Edward “Ted” Hayden as Deputy Director of the Department of Parks and Recreation (DPR) for the City and County of Honolulu. Hayden, a veteran leader with over a decade of experience in program management and community services, brings a wealth of expertise in program development, leadership, and external relations to his new role.
With an extensive background in mental health services, child and adolescent programs, and community outreach, Hayden has served in various leadership capacities, most recently as the Senior Program Director for Intensive Support Services and Maui Programs at Parents and Children Together (PACT). His proven track record of program administration, partnership building, and community advocacy will be invaluable in his new role at DPR.
“Edward Hayden is an exceptional leader with a deep understanding of community needs and a passion for public service,” said Mayor Rick Blangiardi. “His extensive experience in managing complex programs and fostering collaboration makes him the ideal choice to help guide our Department of Parks and Recreation. I’m confident he will be a tremendous asset to our city as we work to enhance our parks and recreational programs for all residents.”
In his new role, Hayden will work closely with DPR Director Laura H. Thielen to oversee the management and development of O‘ahu’s extensive park system, ensuring the City’s green spaces are maintained and accessible for residents and visitors alike. He will also play a vital role in helping to further develop programming offered in City parks and gardens across the island.

Thielen. “We are excited to bring the expertise he provided PACT to assist in the wide variety of programs and services we facilitate around the island. His perspective working in one of Hawai‘i’s largest and leading social service non-profits will be a valuable asset to our department, the City, and the diverse community of park users we serve.”
Hayden holds a Master’s Degree in Mental Health Counseling from Webster University in Geneva and a Bachelor’s Degree in Sociology from the University of Hawai‘i at Mānoa. He also has previous professional experience advising and teaching teens abroad, and as a Honolulu Police Department Officer.
His career has been marked by a deep commitment to community service, particularly in areas of child and adolescent mental health, domestic violence prevention, and family support.
Hayden began in his new role on October 28, 2024.
