(Honolulu)– The Honolulu Rate Commission will be accepting public testimony on proposed policy changes affecting Skyline, TheBus and TheHandi-Van at their December 10th meeting. Proposed changes to public transportation fare structures will ensure the City’s transportation system is reliable, sustainable and able to meet the changing needs of Oʻahu’s transit riders.
The Department of Transportation Services (DTS) is considering changes to transit fares. Across our multimodal system, including TheBus, Handi-Van, and Skyline, operating and maintenance costs are rising. Adjustment to fares ensure we can maintain service quality across all modes.
As part of the City’s efforts to streamline its public transit, new and faster TheBus service will be introduced in conjunction with segment 2 of Skyline rail. These improvements will simplify travel across Oʻahu and create better connections for transit users.
We invite the public to provide testimony at the Rate Commission’s monthly meeting on Tuesday, December 10, 2024, starting at 2:30 PM at the Mānoa Falls Conference Room, 711 Kapi‘olani Boulevard, Suite 1600. Some of the proposed fare adjustments include:
- Increases in monthly pass fares for Adults and Youth
- Increases in annual pass fares
- Decreases in monthly pass fares for Hawaiʻi resident Senior, Medicare, Disabled and Low-Income
There are no proposed changes to single fares for Adult, Youth and Senior HOLO card users.

The Rate Commission will also be accepting testimony on:
- Open payment
- Low-income fare programs; recommendations for improvement
- User fees for Skyline park-and-ride lots
