(HONOLULU) – The City and County of Honolulu’s Department of Land Management (DLM) is soliciting proposals from nonprofit entities and public agencies for funding opportunities through the Affordable Housing Fund (AHF). The City is making $5 million in funding available to support the development, rehabilitation, and expansion of affordable rental housing for households earning 60% or less of the Area Median Income (AMI).
In this solicitation, the City is prioritizing projects that serve extremely low-income households (30% AMI and below), including those experiencing homelessness, as part of its commitment to expanding housing opportunities and transitioning individuals from emergency shelters to permanent housing.
Key Details of the Grant Program

About the Affordable Housing Fund (AHF)
The Affordable Housing Fund (AHF), established under Section 9-204 of the Revised Charter of the City & County of Honolulu and defined in Chapter 6, Article 63 of the Revised Ordinances of Honolulu, provides funding to develop and expand affordable rental housing for households earning 60% or less of the Area Median Income (AMI). The fund supports land acquisition, development, construction, rehabilitation, and capital improvements for mixed-use and mixed-income projects that prioritize low- and moderate-income residents, with the requirement that funded housing remains affordable for at least 60 years.
