(Līhu‘e) – Effective March 22, 2023, the Kaua‘i County Council will return to
all in-person meetings and will no longer be accepting testimony via interactive
conference technology (ICT).
This change was prompted by State statutes, which impose potentially disruptive
requirements on ICT meetings, even if no one is logged in to testify via the ICT and
all Councilmembers are present at the meeting in-person. If connection to the ICT is
interrupted or lost, the meeting must be recessed and possibly terminated, which
would then void any agenda items that were pending prior to the ICT interruption,
resulting in delays necessary to post a new meeting agenda. Additionally, any
technical issues with the ICT link stated on the agenda cannot be cured and would
also invalidate the meeting and require a new agenda posting.
Oral testimony will continue to be taken in-person and written testimony can be
submitted to counciltestimony@kauai.gov, faxed to (808) 241-6349, or mailed to the
Office of the County Clerk, Council Services Division at 4396 Rice Street, Suite 209,
Līhu‘e, Hawai‘i, 96766.
All Council and Council Committee meetings will continue to be livestreamed via the
County’s website at www.kauai.gov/webcastmeetings.
