(HONOLULU) – In response to the Governor’s Executive Order No. 25-02, Mayor Rick Blangiardi today announced the launch of a Federal-to-Municipal Workforce Transition Initiative to address critical staffing shortages across City departments while providing new employment opportunities for skilled professionals affected by federal workforce reductions.
As part of this initiative, the City and County of Honolulu will actively recruit displaced federal employees and professionals from non-governmental organizations impacted by federal funding cuts. Many of these individuals possess expertise in key areas vital to the City’s operations, including law enforcement, infrastructure development, administrative services, and climate resilience.
“The federal government’s shifting priorities have displaced highly skilled professionals, many of whom possess critical expertise that aligns with the City’s needs,” said Mayor Blangiardi. “This initiative is a win-win—it provides these workers with meaningful employment opportunities while bolstering our City workforce to better serve the people of O‘ahu. By streamlining our hiring process, we are taking decisive action to fill essential positions and strengthen the delivery of services that our residents rely on every day.”
To streamline hiring, the City’s Department of Human Resources (DHR) will implement expedited recruitment measures, including:
- Streamlined application and hiring processes
- Accelerated review and placement of qualified candidates
- Targeted outreach and support for displaced workers seeking City employment
Additionally, to facilitate a faster transition, Mayor Blangiardi has authorized DHR to waive certain City hiring requirements, as appropriate, for a 12-month period, ensuring a more efficient and responsive recruitment process. These waivers will be implemented while remaining in compliance with all applicable state laws and regulations.
All City departments and agencies are encouraged to actively recruit and consider these skilled professionals for vacancies that align with their expertise.
As part of this effort, the City will be at the following career events, providing opportunities for federal employees to meet staff and apply for City vacancies:
