Mayor Blangiardi names City Employee and Manager of the Year award winners

(HONOLULU) — Mayor Rick Blangiardi awarded the Employee and Manager of the Year for the City and County of Honolulu during a ceremony at the Neal S. Blaisdell Center on Nov. 14, 2025.

Kevin Calleon, of the Honolulu Fire Department, was selected as the 2025 employee of the year, and Christopher Clark, of the Department of Transportation Services, was honored as the manager of the year.

The announcement was made as part of the 2025 Mayor’s Awards Program. The awards program recognizes city employees who have performed their jobs in an exemplary manner, as well as those who have dedicated 25, 35, 45, and 50 years of service to the City.

“I am deeply inspired by the employees we honor today,” said Mayor Rick Blangiardi. “Their steadfast commitment — from decades of loyal service to acts of valor and exceptional achievement — reflects the very heart and soul of our City workforce. Their dedication, professionalism, and courage are the reason Honolulu continues to move forward. I am proud to recognize each of them and grateful for their extraordinary contributions to our community.”

Calleon, the employee of the year, is a Fire Captain at the Nānākuli Fire Station. He is recognized for his dedicated work and leadership in expanding HFD’s occupational health and safety programs. Calleon also led the establishment of the first statewide Peer Support Group, a network that connects fire departments across the state, offering essential peer support.

Clark, the manager of the year, is a Chief Planner for the Department of Transportation Services. He is honored to have led significant advancements in transportation planning and federal funding acquisition. He spearheaded the first-ever Oʻahu Pedestrian and Vision Zero Action Plans, prioritizing safety, equity, and livability.
