(HONOLULU) — Mayor Rick Blangiardi announced on Thursday the appointment of Gavin Thornton as the new Deputy Director of the City and County of Honolulu’s Office of Economic Revitalization (OER). Thornton brings extensive experience in economic well-being, data-driven policymaking, and coalition building to this critical position focused on expanding economic opportunities for Oʻahu residents.
“Gavin’s deep understanding of Hawaiʻi’s economic landscape makes him an excellent choice for this role,” said Mayor Rick Blangiardi. “His experience developing and implementing policies that promote economic security will be invaluable as we work to create a more resilient and equitable economy for all of Oʻahu’s residents.”
Thornton joins the City after serving as Executive Director of the Hawaiʻi Appleseed Center for Law & Economic Justice, a research and advocacy nonprofit focused on building a community where everyone can thrive through policy changes. There, he led successful initiatives, including supporting the creation of the Hawaiʻi Earned Income Tax Credit, which provides $80 million annually in wage supplements for struggling working families. He and his team also spearheaded advocacy efforts that resulted in minimum wage increases to boost low-income workers’ incomes.
“Throughout my career, I have been focused on every person’s ability to have safe housing, a job with integrity, and access to resources that enables their families to live and succeed in Hawaii,” said Thornton. “OER is working to improve the lives of all Oahu residents, and I’m humbled and ready for this opportunity to serve.”
“Gavin has fought for policies to make living in Hawaiʻi more affordable, create good jobs for workers, and support our most vulnerable residents,” said Amy Asselbaye, Executive Director of the Office of Economic Revitalization. “His leadership will help OER advance our work so that every family can prosper on Oahu, and we look forward to him joining our team.”
A University of Virginia School of Law graduate, Thornton has dedicated his career to public service and economic justice. His experience includes roles at the Legal Aid Society of Hawaiʻi, where he consistently demonstrated his commitment to expanding opportunities for Hawaiʻi’s residents.
